Mr Parrikar, who is also the state finance minister, wore a cap and had assistants by his side for support as he read out his speech. He paused for sips of water.

The sight of the 63-year-old chief minister, who has a pancreatic condition, presenting the budget, is likely to set off more criticism of the ruling BJP.

The Congress has been demanding that Mr Parrikar be replaced and has repeatedly accused the BJP of retaining him against his will and even parading him in his condition to avoid its government falling.

Goa Pradesh Congress Committee president Girish Chodankar had on Monday made a shocking comment that Goa Chief Minister Manohar Parrikar should come back to ‘hosh‘ before speaking about ‘josh.

Yesterday, Congress president Rahul Gandhi called on Mr Parrikar on his visit to Goa, setting off speculation about whether the controversy over the Rafale jet deal came up for discussion.

Rahul Gandhi later said Mr Parrikar, who was Defence Minister of India till 2017, had told him that he had nothing to do with the new jet deal. He did not elaborate whether this was said in yesterday’s meeting or earlier.

Goa Chief Minister Manohar Parrikar on Wednesday hit back at Congress, saying he was in full ‘hosh‘ (consciousness). The ailing Goa CM further said that he would serve the state until his last breath. Parrikar, who also holds the Goa state’s Finance Ministry portfolio, today, presented the state’s annual budget with a tube inserted through his nose.

His remarks came in response to Goa Pradesh Congress Committee (GPCC) President Girish Chodankar’s shocking comment that Parrikar should come back to ‘hosh’ before speaking about ‘josh’.

The Goa CM had, while inaugurating a 5.1 km-long bridge across the river Mandovi on Sunday, started his speech with Bollywood actor Vicky Kaushal‘s punchline from the film Uri: The Surgical Strike. “How’s the josh?” asked Parrikar. Amid loud cheers, the crowd roared in response, “High sir“.

Taking a jibe at Parrikar, Goa Congress chief Girish Chodankar on Monday said: “First come to your senses and then talk about josh (Pehle hosh me aao, baad me josh ki baat karo).”

Everyone is sleeping in the state. The ministers are sleeping and hence, the administration has collapsed. How will you see the josh among people? Just inauguration of the bridge is not enough to bring josh. The government should first come to its senses,” he added.

With medical appendage strapped to him, Parrikar returned to the Goa Legislative Assembly yesterday in the midst of his battle against pancreatic ailment. Marshals had to help the former defense minister take his seat and also assisted him to stand up.
